Explaining their decision, Rep. State Rep. Cedric Richmond still faces a Democratic primary for the right to challenge Rep. Anh "Joseph" Cao, R-New Orleans, in the 2nd Congressional District in the fall. But the Democratic Congressional Campaign Committee has already thrown in their lot with Richmond, announcing last week that he has been added to their Red to Blue program, which offers financial, communications, grassroots and strategic support, and introduces the select group of Democratic candidates -- there are 27 so far this cycle -- to Democratic donors around the country.
